If I go to http://datahighway.herokuapp.com/ and request DHX (Harbour Testnet) tokens to be sent to a requestor account that isn't active 5FurfdYAvwunMgCmxj7J1FKdjqETXdcBtnXVYv8cJPgb4bF9, it provides a transaction hash, but the requestor account doesn't receive any tokens.
