%^role should be able to modify roles and their position

Roles command could be expanded and do more things.

I've recently had an issue where, because the bot didn't have access to modify role positions, we were basically locked out of our server. We should have a way to avoid this.

Suggestions:
%^role move position RoleName - Moves RoleName to specified position on hierarchy. Must be below user/bot's highest role
%^role permission set PERMISSION_NODE true/false RoleName - Should set RoleName permission_node to specified true/false.
%^role hoist/pingable true/false RoleName - Sets role's mentionable or hoisted status.
