Below are our protocols used in assembling our data and running our analyses.

Our Manual Coding Guidelines (24 pages) outlines the process for assigning FRS ID numbers (the # that the EPA uses to keep track of regulated faclities) to all prisons, jails, and detention centers in the US, as compiled in the HIFLD data base maintained by the Department of Homeland Security.
