As the description states, add a keybind modifier that only works when the chatbox is closed.

Scenario where this is useful:
If you wish to be able to use the paste function with the chatbox, you are currently enabling all binds on keys with the chatbox open. With this modifier, you do not have to do this and you could be able to paste and have keys that only work when the chatbox is closed. This could allow you to use keys you would normally chat with and be able to paste.

Winter messaged me about this on Discord before making this request. This is something that Windower has available using % as the modifier for. We have the functionality for this already and can be added pretty simply once we're ready to work on and push the next v4 beta update.
