create_district usage

Hello,

I would like to get more information about the use of the create_district command, and in particular how to specify areas with + or -.
For example, how to create the following districts:

[set1]
+ = area1
+ = area3
+ = area42
output = true

or

[most of the system]
apply-filter = add-all
- = country 
- = neighbour 
- = fake antenna 1
- = region 
- = region 3
output = true
