Instead of using system package installer to install APK file use custom Apk installer
The best example of this is SAI

Use Case

Users will have constant experience with installing packages

Benefits

custom Apk installer can provide extra information about the installation failure

It it possible try The Split APK installer I mentioned above and try to install uninstallble apk
