Mock delegation api in LocalTest

The access management API for instance delegation, is not currently supported in localtest. We should mock the instance delegation api in the local test repo in order to be able to test locally.

Order of operations:

Copy code from the repo.
Remove dependencies.
Replace api calls with read and write to file system.
