cmi5 concerns

The groups discussed concerns raised by US Army customers about using cmi5 to replace SCORM.

1. Sequencing - cmi5 does not have Sequencing rules like SCORM 2004. (note that Sequencing was intentionally left out of cmi5) The group will explore the addition of sequencing rules.

2. Data Model Robustness - There were concerns raised about cmi5 not having detailed question/response data modules in the cmi5 spec - but the xAPI specification covers that with cmi.interactions (so cmi5 does not have to).

3. Cheating - cmi5 uses xAPI has time stamps on statements and statement signing which could be used to detect cheating.
