Most of the elements of the course structure contain some "requirements" but none of them are written as such. The testing requirements doc does a reasonable job of enumerating them, should (or can) we improve the section to spell out the actual requirements as MUSTs.

Reviewed at June 24th meeting.

XSD review needed - will defer until Brian is available to explain further..

Feb 16th Meeting - CATAPULT Derived requirements (reviewed earlier for inclusion in IEEE Gitlab) will likely address this issue.
