The LMS SHOULD NOT issue multiple statements with "Satisfied" for the same Block or Course within a course registration for a given learner.

Is there a reason this is a SHOULD NOT? (other than it was added after it couldn't be made a MUST NOT, in which case we should mark this as a defer to next release and change it there)

Recommend changing to a MUST NOT (from SHOULD NOT) in next release

Feb 16th meeting - Still recommended for IEEE release
