1. Update the jupyterhub chart version to 4.0.0 and commit the changes
2. Update the jupyterhub's version in the hub image Dockerfile to match the one of the chart and follow the instructions in the Dockerfile to build and push this new image to quay
3. Per the upgrade docs, update c.KubeSpawner.volume_mounts.subPath to be {escaped_username}
4. Change https://github.com/2i2c-org/infrastructure/blob/5bb90103eb68479a14957547a3c3459a6b835a62/helm-charts/basehub/values.yaml#L71 to EventLogger per switch from jupyter-telemetry to jupyter-events jupyterhub/jupyterhub#4807
5. Set OAuthenticator.manage_groups to True as we're configuring admin_groups pretty much for all hubs
6. Rm https://github.com/2i2c-org/infrastructure/blob/main/helm-charts/images/hub/pkce-requirements.txt, revert https://github.com/2i2c-org/infrastructure/pull/4968/files
